Which of the following most accurately describes the problem?

BECAUSE "a number of Very important points" arose from the case, the West Midland Licensing Authority last week reserved his decision on an application by Messrs. ). H. and G. H. Yoemans, canon Pyon, Hereford, to reduce fares on many of their excursions and tours.

Mr. Geoffrey Yoemans said that when an order had been made a year ago for a general increase of 15 per cent. in charges in the Midlands, his firm had not applied because of a mistake. "It is not our wish to undercut or charge less than other operators," he said. "We feel that if we can apply a lower fare, then we shall attract more passengers on our tours and so gain increased revenue." • Hereford, he added, was a rural area and the people had not as much money to spend as those in the cities.

Mr. D. G. Skelding, for two objecting private coach operators, submitted that the application was improper. "Who knows what is going to happen to other operators in the area if it is granted?" he asked.
