How Hauliers' National Traffic Pool Will Work

ANOTE from the M. of W.T. set out the conditions under which the Hauliers' National Traffic Pool will act as an agent for the Minister under the Government road-haulage scheme. Particulars of the Pool and forms of application for registration will soon be available at sub-district offices of the Regional organization of the Ministry and at offices of the national associations.

It is the intention of -the Minister that, as part of his road-haulage scheme, an organization of hauliers, which is being set up, will act, wherever practicable, as his agent for the allocation to carriers of traffics accepted for road movement and not conveyed in (a) vehicles hired under his " General Condition of Hire of Goods Road Motor Vehicles" or on charter to him under those or any other conditions: (b) vehicles owned or hired by other Government Departments.

Subject to the Minister's right to make full use of vehicles as in (a). or in (b) wherehe has undertaken the responsibility of loading, he will consult with the hauliers' organization to make the best use of the whole vehicle strength available with regard to the carriage of traffic accepted by hint

The Committee of the Pool will be composed of the members for the time being of the Road Haulage (Operations) Advisory Committee. The appointments already made by it are referred to in another paragraph.

It will be the responsibility of the Pool to obtain the sanction of the Minister to their expenditure, which will be reimbursed, but the Minister's sanction Must be obtained -before expenditure is incurred in respect of staff, accommodation and establishment, and any other matter which the Minister may from time to time specify in writing. Members of the manage

ment committees may receive travelling and subsistence expenses on a. predetermined scale.

Registration of participants in the carriage of traffit for the Pool will be open to all owners of vehicles under an A or B licence or the corresponding defence permits.

The Pool may, with the Minister's approval, appoint sub-agents who normally accept traffic for vehicles other than their own.

All contracts covering the movements of traffics will be between the Minister and carrier whose vehicles convey such traffic.

The Pool may not allocate traffic to vehicles operated under B or C licences or cthesponding defence permits ‘vithout an assurance from the operators concerned that they are not debarred from carrying such traffic.

Participants • must always use the official collection, delivery and receipt notes issued by the Minister.

Special rules govern sub-agents who will be responsible for securing the acceptance by the owners of vehicles of the Minister's Conditions of Contract of Casual Haulage • (tonnage or job rates), and the owners must hold A licences or A defence permits. Subagents will not provide vehicles under

B or C licences or corresponding defence permits without the operator's assurance that he is not debarred from carrying such traffic.

. The Minister will pay to the subagent the gross haulage charges, subject to deduction for insurance as provided in pares. 5 and 6 of the abovementioned Conditions. The sub-agent receiving these as an agent for the carriers, the amounts must be remitted by him in full to the carriers, subject only to the deduction of a rate of commission which does not exceed 5 per cent.
