LONDON'S CONGESTION charging scheme is to face a fresh attack, this time from the van and truck rental sector.

The British Vehicle Rental and Leasing Association (BVRLA) plans to launch a campaign against the charge, focusing on the way Transport for London (TfL) operates the fines process.

What has especially angered the BVRLA is the way TfL creates "lengthy delays" to prevent the customers of BVRLA members appealing against fines effectively.

The BVRLA is also concerned thatTIL raises what it condemns as "frivolous objections" toBVRLA members attempts to transfer liability to their customers.

A third concern is that the Adjudication Panel, the body that handles the appeals process and is funded by '[IL, is too heavily weighted in favour ofilL.

The BVRLA intends to launch its campaign today (2 February).
