Which of the following most accurately describes the problem?

Middlesex Gangs operating in Middlesex tend to target the goods coming and going from Heathrow Airport. They steal mobile phones. computer chips and any other high-tech goods. Many of them are linked to international VAT fraud schemes. Police say that before Christmas these groups carried out 14 robberies. In August, thieves ram-raided the front shutter door of a Hounslow warehouse probably with a large truck and escaped with four pallets loaded with plasma-screen TVs worth £120.000.

North London The main truck-theft group operating in this area involves members of a well-known North London family of thieves. One member is currently being targeted in a police operation. This person has been communicating with a key figure police describe as a "main player", who is currently in prison.

It is believed that these two people are involved in stealing truck loads by deception within central London. The prisoner's contacts are being used to sell the stolen goods on.

East End The gangs in the East End are generally non-violent. They operate locally and target goods that can easily be sold on at markets or car-boot sales. A typical East End modus operandi is the 'round the corner' scam, where the thieves divert a load and confuse the driver.

Police say they do not know whether these cases rely on collusion or driver ignorance of proper procedures.

A trial in April saw Darren Joy and his father Bernard convicted of conspiracy to steal after being involved in truck crime dating back to 2003.
