Mervyn Pugh said the company had failed to keep undertakings given at a public inquiry in May last year, one of which was that all its vehicles should go through fresh annual tests.

Overall, there was a marked improvement in vehicle condition. He agreed that although there had been no test failures, not all the company's vehicles had been put through a fresh annual test.
Suspending the licence, Mervyn Pugh said he was disappointed the company had not taken on board the vital ingredient that guaranteed the recommended system of maintenance worked, which was to put all their vehicles through fresh tests so that they started off in Al condition.
His immediate reaction had been to revoke the licence, but he accepted the assurances given by Jones.
