based skip hire operator Colin Carter's licence was suspended when he failed to turn up at a Cardiff disciplinary inquiry before South Wales Licensing Authority John Mervyn Pugh.

Vehicle examiner Stephen Cook said that in July last year police stopped a vehicle driven by Carter when they noticed that the brake lights were not working. Carter walked away, claiming that he was being victimised. He W05 given a prohibition notice, which listed four defects including a damaged windscreen. The same defects had been apparent when the vehicle was stopped two weeks previously. It did not display an 0-licence disc and it was overdue for an annual test. Suspending the licence, Mervyn Pugh said there was also the question of a fine imposed for having no vehi cle excise licence. It appeared that Carter had not taken the slightest notice when the vehicle was stopped on the first occasion, because no repair work had been carried out.

Mervyn Pugh directed that the vehicle concerned must not be specified on any other 0-licence until the suspension was lifted.
