Which of the following most accurately describes the problem?

• Six major transport and distribution companies have teamed up with the Road Haulage Association and the Freight Transport Association to mount a legal challenge to the London Boroughs Transport Committee's permit condition 11, which orders all trucks to be fitted with air brake silencers.

This follows the rejection of appeals by the companies (Conoco, Wincanton Distribution, Reed Transport, M & T Haulage, Mayhew Foods and Cox Plant Hire) to the LBTC last December.

The group is applying to the High Court for a judicial review of condition 11, arguing that it goes beyond the bounds of national and European legal requirements. Air brake silencers are not standard equipment and doubts have been cast on their long-term effects on braking systems. Hauliers must keep up the pressure on the LBTC, say the RHA and ETA. They advise all companies affected to make immediate appeals. The Lorry Control Unit has logged over 200 appeals against the condition so far.
