Which of the following most accurately describes the problem?

DISTRICT councils could take over traffic management powers from county councils if the Government has its way.

In a White Paper, which the Government hopes to translate into legislation soon, these powers may. be sought by any non-metropolitan district with a total population of at least 100,000 and an urban nucleus of 50,000.

Environment Secretary Peter Shore, said that the starting point for transfer of traffic management would be a resolution by the district council seeking an order transferring the responsibility.

Applications would be decided by the Minister.

Special consideration would be given to applications for traffic management functions from districts where the urban nucleus was contiguous with that of another district.
