Which of the following most accurately describes the problem?

• "It seems a little odd that the public will not know the exact times when coaches will run", said Mr. J. Else, chairman of the West Midlands Traffic Commissioners when he considered an application by the Potteries Motor Traction Co. Ltd. for an express service from Newcastle-under-Lyme to Ringway Airport, Manchester, with pickingup points in the Potteries. "Can you not let the public know what the timings will be?" he asked.

PMT had applied for a service "day or night throughout the year, in accordance with traffic requirements, for the purpose of connecting at Ringway Airport with scheduled and charter flights". The application was granted for one year on condition that the company submitted figures at least once a month of the coaches operated and the passengers carried on them. Mr. R. 0. Sutton, for PMT, stated that there was no major airport in the Potteries, the nearest being Ringway, 33 miles away. There was considerable concern in Stoke-onTrent at the lack of such a facility, and this concern had been freely expressed in the local Press. The company had received letters and representation from travel agents and many inquiries from the public.

The present alternatives were not satisfactory, claimed Mr. Sutton. Passengers had to make a rail or bus journey to Manchester, then catch a Manchester City bus to the airport.

Mr. Wilfred Inskip, assistant traffic manager, PMT, said that there was a sincere demand for a service. But until the company knew whether or not it could operate it could not evolve a pattern of services. From the 12th of each month it should be able to prepare a timetable for the following month. The majority of passengers would pre-book, he said.

The company had evidence that over 200 people would want to travel this year on holiday, using the proposed service, and over 450 people wanted to travel to Canada on arranged tours. By the end of the summer, it should have built up a proper pattern of services. The company would then be able to establish a proper timetable.
