Which of the following most accurately describes the problem?

THE FREIGHT TRANSPORT Association has repeated its calls for Transport for London to scrap the congestion charge for goods vehicles amid speculation that the charge is being ramped up to £7.

In a letter to TfL, FTA's London policy manager Sarah Watkins claims that, given the essential nature of their work, CVs should be exempt from the £5 charge.

The fact that operators in the fleet scheme have to pay an extra 50p to compensate for the inaccuracy of the enforcement cameras is also unfair, and expensive, she says.

"The charge is an additional cost that has failed to produce meaningful benefits for operators but has resulted in them incurring additional administrative costs," she continues.

"TfL has attempted to justify this on the basis that it is necessary to compensate for the inaccuracy of the enforcement cameras and for the additional costs incurred from the fleet scheme.

"However, we are conscious that the scheme has come a long way since, especially in terms of administrative improvements.

"FTA calls onTtl, to remove the 10% surcharge for automated users, thus ensuring that the impact of the charge on business users is minimised."

As CM went to press TfL declined to comment.

• ETA has launched a London Delivery Pack to provide operators' delivering into the capital with advice on a range of topics from penalty charge notices to unloading and loading rules.
