Nantwich, Cheshire-based Murphy operated from his new Nantwich operating centre for 18 months without permission from the Traffic Commissioner.
Murphy officially applied to change his operating centre before North Western Traffic Commissioner Martin Albu after receiving a letter from him.
Albu decided not to take action against the haulier's good repute back in August following Murphy's two convictions for trailer theft.
Murphy was convicted in 1991 at Stoke on Trent Crown Court for the theft of a trailer and in June this year he was convicted of a similar offence at Lincoln Crown Court.
