Ltd., said last week at a presentation of ROSCO safe driving awards to 90 drivers and 46 conductors. "There is both a reluctance nationally and on the part of the private individual to face any form of control or discipline until it becomes absolutely inescapable," he said. "Traffic thrombosis is now very close upon us, and it will only be averted by drastic forms of control and the exercise of far greater and more widespread discipline. Somehow or other we must strike the right balance between the private car and public transport."
