Which of the following most accurately describes the problem?

NEARLY half the roads over which Hebbie Motor Services Ltd. buses operate have inadequate surfaces—even before the start of winter, said its general manager, Mr. F. A. J. Woodworth, at a road safety award presentation in Halifax last week.

"The whole road set-up seems geared more to the traffic of the 1920s than the '60s. We as bus operators rightly have to meet rigorous mechani cal standards and must have our vehicles examined by Ministry of Transport officers at regular intervals. There is no such impartial, independent and regular examination of the roads", he said.

FOOTNOTE: Among drivers and conductors who received safety awards was the company's first winner of a 35-year Cross, Mr. R.. C. Garnett, of Bradford.
