Which of the following most accurately describes the problem?

TT was reported on Tuesday that the Minister of Transport had advised the TGWU by letter that an outstanding pay claim on behalf of 2,500 London Transport supervisory staff, including bus inspectors, must be dealt with on the basis of the new pay criteria. The claim was not finalized on July 20.

Mr. W. J. Walsh, national secretary of the supervisory group of the TGWU, said that the effect of the Minister's letter was that negotiations with London Transport Board could be reopened. Negotiations would be restarted on a regional basis.
