existing traffic would be considered only in exceptional circumstances was given by the Western Licensing Authority, Mr. J. R. C. Samuel-Gibbon, in Bristol last week.

E. F. Cousins, of Lower Downside, Shepton Mallet, Somerset, applied for an addition to existing B licence conditions to permit the carriage of goods within a radius of 150 miles for Foster Yeoman Ltd., quarry owners, of Dulcote Quarry, Wells, Somerset.

Mr. G. R. Archer, for Cousins, said Foster Yeoman was at present on Contract A licence, but from the beginning of the New Year there would be an additional need to include it within the 150 miles radius. He agreed with the LA that if there was an argument about rates, it would be about rates on traffic which was moving at present.

"No doubt you have heard there is an Act called the Prices and Incomes Act and about the 'freeze' which we are now experiencing," said the LA. "The circumstances may suggest that in exercising my discretion I should take note of that aspect of life.

"The point has cropped up in one or two cases recently and, if it is a question of rates involving traffic which is already moving, this is not the appropriate time for me to get involved in a discussion which might result in an increase in those rates. Unless there are exceptional circumstances, I suggest the status quo should remain unimpaired for the moment."

He suggested the application should be adjourned to be dealt with "at some time when the temperature rises and a thaw of some kind is in progress".

Mr. L. ParSons, appearing for the objectors (W. Viney Ltd., R. Uphill and Co., D. J. Light and G. A. Cullen) said they were concerned with new contracts which were "constantly being added" to the A licence.

"We feel that in Foster Yeoman's case contracts are being put on at an alarming rate when in actual fact they don't seem to have sufficient work to warrant it," he said. "We understand there is a shortage of work and some vehicles will be standing this winter."

The application was adjourned.. until January.
