Which of the following most accurately describes the problem?

R. Douglas Jay, President of the Board of Trade, is now considering whether it would be practicable to exclude commercial trailers altogether from the hire purchase restrictions imposed in July. Revealing this in the Commons, Mr. George Darling, Minister of State, noted that Mr. Jay had already told interested organizations that he was prepared to issue licences exempting these trailers from the h.p. restrictions.

The news came after Tory transport spokesman Mr. Peter Walker had complained that the restrictions were affecting the purchase of trailers that formed an integral part of a commercial articulated vehicle. The vehicles themselves were excluded from the restrictions.
