Which of the following most accurately describes the problem?

ON Wednesday, British Railways announced

that Mr. Jan Posner, formerly Continental Manager of British Road Ferry Services Ltd., is to be manager of a new container branch of the railways—International Container Services. This organization will provide a nationwide freight service, linked with the Freightliner network, for unit loads.

The intention is to provide a high-speed, lowcost transit system for containers between the UK and the European mainland. Simplification of procedures and control systems will be accompanied by establishment of a container control employing international teleprinter networks. There will also be a customer consultancy service on containerization.

This announcement follows the recent news of an £.8m. BR redevelopment scheme for Parkeston Quay, Harwich, and the ordering of two 4,500-ton cellular container ships for the Harwich-Zeebrugge route.

Announcing the establishment of ICS, British Railways said that not all containers would travel by rail; excellent facilities for road operators would be provided at the ports for the speedy handling of containers.
