Which of the following most accurately describes the problem?

A LEICESTER firm, Barradell Coaches, blamed the failure of large garages to carry out proper maintenance work on the company's vehicles when it appeared before the East Midland Traffic Commissioners in connection with offences under Section 127.

At an annual inspection of the company's vehicles a Department of the Environment inspector discovered a variety of faults in the coaches. The company said that it had now changed its maintenance arrangements and had entered into a servicing agreement with a smaller garage.

The Commissioners decided not to revoke Barradell Coaches' psv licences and ordered that inspections should be made on the company's vehicles at monthly or 4,000-mile intervals.
