It is also his intention that existing facilities at approved stations should be improved, with a roller brake tester being the principal additional equipment. All new applicants for authorization to test light vehicles will be required to install this equipment forthwith.

Mr Mulley will be making a further statement later on about the test fee, which has been £1.75 for three years. The industry expects an increase of about 30 per cent.

The FTA told CM the proposals were basically acceptable but reserves final judgment until the test fee is known. "In particular," said a spokesman, "we will be examining how it relates proportionately to the heavy goods vehicle fee." The FTA welcomes the opportunity of fleet owners being able to take their vehicles to hgv test stations, Members of the FTA operate some 120,000 of the light vehicle class.
