Which of the following most accurately describes the problem?

Newcastle upon Tyne traffic, highways and transport authority last week turned down a proposal by the Ministry of Transport to send an official to the city to discuss the preparation of an inventory of the undertaking's assets in preparation for its incorporation in a PTA.

Cllr. N. Trotter, committee chairman, said that at the present time there was no legal authority for the expropriation of their assets and the general manager, Mr F. S. Taylor, had been told not to have any discussions on the matter with the Ministry's representative. A Ministry spokesman, however, said it had been intended to send an official to Newcastle to discuss administrative arrangements which would follow the enactment of the Transport Bill. This seemed "a sensible piece of planning on an informal basis".

Newcastle Corporation is objecting to its £3,000,000 transport undertaking being taken over and incorporated in the PTA scheme without compensation.
