Which of the following most accurately describes the problem?

• The heading "Autumn start for Nine Elms market" in a special report in last week's issue may have lead some readers to assume that operational transport would be entering the market then. As was pointed out, the Covent Garden Market Authority hopes that the plans will be passed by the local authorities next month and after that it will be necessary to commence detailed planning and the preparation of working drawings in readiness for the construction programme.

We understand from Mr. C. M. G. Allen, general manager of the Authority, that the purchase of the full site is not yet complete because it has to phase acquisition of land to conform with the Government's financial policy. Purchase of a relatively small part has been concluded but the CGMA is in the later stages of negotiation for a substantial additional area over which it has compulsory purchase powers.
