Which of the following most accurately describes the problem?

• Following a recent meeting between representatives of the Road Haulage Association in the North Western and the North Western (Western) areas and the combination of haulage contractors, Bulk Tippers (Cheshire) Ltd., a formula has been agreed with regard to the licence conditions for tippers working for the company out of Buxton quarries.

In the past many of the owner /operators who sought new B licences to carry excavated materials on behalf of Bulk Tippers with the necessary large radius of 5.0 to 60 miles, met with strong objection from established hauliers in the Liverpool and Fylde areas, who felt that licences with such wide conditions could cause abstraction.

However, as was seen in Manchester on Monday when E. Pedler of Royton applied to carry tippable and roadmaking and excavation materials through Bulk Tippers within 60 miles of Stockport Town Hall. it has been agreed that all work originating in the NW and NW(W) areas of the RHA shall be excluded from such conditions

Mr. Pedler told the deputy LA, Mr. Jolliffe, that the contract he had held year had proved unremunerative bu through Bulk Tippers he expected t about £80 a week. Mr. G. R. C managing secretary of Bulk Tippers said most of the quarries his firm served were in the Buxton area and since it delivere right into Lancashire and to the bord s of Liverpool. the 60-mile radius was nec sary. The licence was granted as amended.

At the same hearing, a new B licence for seven vehicles was granted to W. H. Bratt Ltd. The vehicles were formerly licensed to W. H. Bratt, father of the present company chairman, Mr. J. Bratt, who is also chairman of Bulk Tippers. Customers' letters and a certificate of earnings were submitted in support of the licence for the limited company, with a radius extension to 140 miles for building and roadmaking materials, quarry products, agricultural produce and requisites, and tippable materials.
