Which of the following most accurately describes the problem?

THE Minister of Transport has .dismissed an appeal by Ubique Coaches, London, against the decision of the Metropolitan deputy Traffic Commissioner granting to Venture Transport (Hendon) Ltd. a road-service licence for an express carriage service on Saturdays between Kingsbury, N.W.9, and Clactonon-Sea, with picking-up facilities by feeder service at Chippen ham Road, W.9.

The Minister said it was clear that, whatever claims based on existing operations Chigoe Coaches may have had to passengers for Clacton from around Chippenham Road, these had been amply met by the protection inherent in the deputy Commissioner's grant. Referring to the appellant's contention that customer evidence was not produced by the respondents, the Minister pointed out that the Road Traffic Act of 1960 did not require such evidence to be presented. The figures of previous carryings to Clacton by Venture Transport, plus the evidence of demand demonstrated by the local travel agency, clearly showed a

need for the new picking-up point, said the Minister.
