Which of the following most accurately describes the problem?

THE Government is to set up a Highlands Transport Board to review the needs and co-ordinate the working, of transport in the Highlands and islands, which will co-operate closely with transport operators in this part of Britain.

The Board, to be appointed directly by the Government from proved experts in the field, is the outcome of a report, published early, this year, into road, rail, air and sea transport in the area.

The report committee found that most public transport services in the Highlands were not paying their way. As public money is already playing a big part in these services, it is considered prudent to have the system supervised by a fair body.

• All recommendations going from the Board, which will work closely with operators, will be considered by three Ministers in London--the Secretary of State for Scotland. the Minister of Aviation and the Minister of Transport. When decisions have been ,taken they will go back along the chain to operators who. with the Board, will be the instruments for putting them into effect.

Details of the Board's members will be announced soon. All co-ordination appears to have hit the Highlands well in advance of the more sophisticated trends of the country.
