Which of the following most accurately describes the problem?

TA/O bus companies are willing to provide a, service to Doddiscomb leigh and the neighbouring Devon villages of Trusham, Christow and Ashton, but they cannot do so because of a county council Order made in 1930. This, the Western Traffic Commissioners were told last week, prevents vehicles carrying more than 45 people from using some of the connecting roads.

Mr. P. H. Attlee explained the position when he applied on behalf of Mr. E. L. Jones for a licence to operate a

bus service between Tru sham Square and Exeter. He pointed out that the Devon General Omnibus and Touring Co., Ltd., would consider providing a service if the roads were prepared, but Devon County Council would make up the roads only if the company were ready to start operations.

Refusing the application, Mr. S. W. Nelson, chairman, said that, whilst the Commissioners were sympathetic to the needs of rural areas, some of the roads were restricted and they could not grant a licence for buses to travel over them. Replying, Mr. Attlee said it was difficult to know which was the cart and which was the horse. To this, Mr. Nelson said that the Minister of Transport had been informed of the position, but the Commissioners could not grant a licence until the roads were unrestricted. They were, however, doing all they could to get the restrictions removed.
