Which of the following most accurately describes the problem?

riREE Pakistanis were granted a licence for a Manchester-Karachi service by the North-Western Traffic Commissioners on Tuesday. The grant is subject to the condition that passengers travelling to K..rachi must be booked in advance from Manchester tO rakistan and must prepay the full authorized fare for the journey.

The operators are Mr. Malfmood ul Hassan Mir, Mr. Mohammed . Ali. Chowdhry and Mr. Mahboob Alam Rasal, trading as Horizon Travel Services. They are to-make four return trips a year, travelling outwards in March, May, July and September. The journey will take 2+ to 3 weeks and will be made via France, Belgium, Germany, Austria, -Yugoslavia,

garia, Ankara and Persia. Fires are to be £69 single and £115 return.

Mr. J. Kershaw, for the applicants, said they proposed to purchase a Bedford 41-seat coach. Two of them would make a personal reconnaissance of the route and would. arrange accommodation, the cost of which was included in the fare. It was conjectural whether the service would operate in October this year and they did not intend to start until the organization was well established. On each journey there would be two drivers and two couriers.

Difficulties experienced by the Pakistanis in the Manchester area when travelling to their home country were mentioned in evidence, it being said that shipping accommodation was inadequate. .

Mr. Rasal indicated that the intention was to carry passengers only from Manchester to Pakistan. He was satisfied that the charges would be adequate and their investigation showed that they were sure of sufficient demand from that area. The traVersing of Islatific countries was important to their people and the lower fare gave a Strong appeal, . Mr. Chowdhry said that most Pakistanis were Mohammedan and provision would be made for ritual food.

Objections were lodged by Sheffield United -Tours; Ltd., James Smith and Co. (Wigan), Ltd., and by Eurasian Overland Express Services, who hold the recently granted BirminghamKarachi licence.
