-"'HAIRMAN of the Institute of Traffic -"Administration, Birmingham Centre, Ir. D. E. Skelding, made a number, of itical comments on the issue of Contract licences last week, during the discuson of a talk on "Licensing system and rocedure as related to A and B cences ", given by Mr. J. }I, Tallis, chief nforcement, officer of the Ministry of 'ransport, West Midland Area.
Mr. Skelding said that, in his opinion, se hiring charge in the contract was often nrealistic or ficticious, and that, in the Ise . of many operators, obtaining a ontract A licence was a means of getting into transport by the back oor ". He then asked Mr. Tanis when le publication of the hiring charge, as ractised by the Western LA, would ecome general practice.
In reply, Mr. Tallis pointed out that a icensing Authority could insist on a ublic inquiry when application for a ontract A licence was made; no hiring large had been published in the West Iidland traffic area during the time he ad been employed by the Ministry.
