Which of the following most accurately describes the problem?

TN accepting the City of London's pro posal for a new parking meter zone, the Minister of Transport has also accepted the plan for 28 two-hour parking meter bays exclusively reserved for the use of goods vehicles of 3 tons or over ; these are in Upper Thames Street and Vine Street.

But the Minister's Order includes an amendment permitting vehicles drawing trailers (previously excluded) to use the bays where there is room. The bays vary from 25 ft. to 40 ft. in length, and the proposed charge is is. an hour.

This amendment will do much to meet the particular objections of meat carriers and traders, who use drawbar trailers extensively in this wharfside area. AM the objectors to the scheme for goods vehicle meters (the first in the UK) have been informed of the Minister's decision. Prominent among the objectors were the operator associations.
