Which of the following most accurately describes the problem?

THETraders Road Transport Association is shortly to approach its members to find out whether there would be a demand among them for a vehicle inspection and maintenance advice service by the Association. This information was given in the annual report of the TRTA, published this week. The TRTA recently suggested that proof of adequate maintenance should be a condition of issue for a carrier's licence, and put this• proposal to the Minister of Transport together with an offer to set up an inspection and maintenance scheme. The Ministry's views on these proposals are awaited.

The association has also taken steps to put its views before Lord Hinton, conducting the Government's comprehensive transport inquiry. "It seems likely that a further year will elapse before the position is clarified ", said the annual report when discussing the question of the C licence.

One of the most important items of work undertaken by the TRTA Highways Committee was an investigation into urgent road development and improvement needs throughout England, Wales and Scotland. Each of the 12 divisions of the TRTA was asked for a separate report and these investigations have now been completed. As a result, the Highways Committee will shortly be able to prepare an overall report with detailed recommendations for urgent expenditure.

Good Maintenance: "Good Maintenance for Goods Vehicles" is the title of a chart, mounted on cardboard, which the Western vehicle maintenance advisory committee has produced, it was reported at a meeting in Bristol last week. The committee has also taken up the problem of obtaining certain vehicle spares urgently needed in the area, and is seeking the views of public authorities about the restrictions placed in some areas on the use of water for vehicle washing or steam cleaning equipment, which is considered essential for thorough inspection.
