Which of the following most accurately describes the problem?

There are currently no motorway light switch-offs in Scotland or Wales, but authorities in both countries are looking at their options: • Transport Scotland says it has commissioned a study, due for completion early next year, into partial night-time switch-offs. “We are exploring how we can make efficiencies by delivering the right lighting types and levels in the right place at the right time,” a spokeswoman says.

• The Welsh government says it is keen to cut energy use and will carry out a consultation exercise this autumn into road lighting. A spokeswoman says: “We are investigating innovative approaches to reducing energy on trunk roads and motorways in Wales, such as the use of dimming devices at off-peak times.”
