Carfoot estimates that the new tax will force up his costs by £3,000 a year. "It's yet another indirect subsidy to the railways," he says.
Like many smaller operators CM contacted, Graham Wilkinson of Wilkinson Brothers in Duxford, Combs was unaware of the new tax. He operates two vehicles in the eastern area and is angry about having to pay more taxes. Bob Maddison, who operates two vehicles out of Fareham, Hants, predicts that he will be paying an extra £60 a month: "That's just going to have to be passed on to the customer," he says.
