Which of the following most accurately describes the problem?

LONDON Regional Transport may raise its bus and Underground fares in January, rather than next spring as expected earlier, Greater London Council transport committee chair Dave Wetzel claimed last week.

A leak from LRT indicates that January 6 is being set as the date for a fares increase which could raise some fares by 10p, he told a committee meeting. This, he said, would adversely affect low income groups who do not use multi-journey Travelcards.

The manner of such an increase contrasted with the public consultation on London Transport fares when the GLC controlled LT, he said. The GLC might withhold subsidy to LRT if it did not meet service levels agreed earlier with the GLC.

LRT confirmed after the meeting that it is aiming for an overall fares increase of nine per cent "early next year," but would confirm neither the size nor timing of that increase as a final decision depends on the level of subsidy paid by the Government.
