munity is to replace the TIR scheme with a new system of transport documents from July 1 next year.
There will be two types of documents--TD I and TD2. One of these will be used for "outside Community" transit and the other for "inside Community" traffic. The latter will include solely internal transport within the Community, while the former is intended to cover the carriage of goods which have arrived at a port in a member country from a non-EEC country.
Although the TIR system will cease to operate within the Community, carnage between EEC countries and third countries will remain subject to TIR and therefore British hauliers will still need TIR carnets.
One of the major problems being studied by IRU is the form of guarantee system to be introduced under the new procedure. It appears that this will be one of two types—either a deposit for each individual consignment or a global deposit embracing all transport movements carried out by the same haulage company.
