Which of the following most accurately describes the problem?

• Leading Trans-Action member Frank Stears is calling on the Road Haulage Association and the Freight Transport Association to join Trans-Action's mass lobby of the Houses of Parliament, mooted for late November or early December. "We would be delighted if they joined us on the day," says Stears, who is to attend a Trans-Action meeting later this week to decide if the lobby will be on foot or if another truck convoy through London to Westminster is needed.

Stears says he wants to "wake up the FTA", of which he is a member, to support Trans-Action. He has secured a meeting with the FTA's Richard Turner on 30 October.
