Which of the following most accurately describes the problem?

• The licence held by Dow Freight Services has been revoked by the North Western Licensing Authority, and the company and its managing director Roger Dowsett have been disqualified from holding or obtaining an operator's licence for five years. A second director, John Dowsett, has been disqualified for two years.

At Manchester Crown Court in May, Roger Dowsett was jailed for 18 months, John Dowsett was given a suspended prison sentence and the company was ordered to pay fines, costs and back duty totalling £115,000 after they admitted conspiring to use untaxed vehicles and forged international journey permits (CM 30 May).

• Nearly 500 charges against three associated Humberside haulage companies — McDermott Movements, Maxihaul (Humberside) and Roawest Transport — and three of their directors have been adjourned until 17 November when full oral comrnital proceedings will take place before the Grimsby magistrates to see if there is a case to answer at the Crown Court.

• The transport tribunal has refused to set aside the revocation of the licence of London haulier J J Walsh pending an appeal. Walsh, who failed to appear before Metropolitan LA Air Vice Marshal Ronald Ashford, was also disqualified from holding or obtaining a licence for three years. (CM, 17-23 September.) • A bid for a new licence by Allan Boocock Transport Services has been withdrawn following opposition from Kirklees Council, which called for environmental conditions on the proposed Dewsbury operating centre.

The compay has acquired a new operating centre at Batley, and has made a fresh licence application.
