Which of the following most accurately describes the problem?

FREIGHTLINERS are on target for a Elm trading surplus this year in contrast to their deficit last year said National Freight Corporation chairman Sir Dan Pettit last week.

Speaking at the opening of the new Elm extensions to the Freightliner terminal at Coatbridge, Glasgow, Sir Dan said that the NFC was confident of Freightliners ability to "perform the economic miracle," He said that in the company there was a rare relationship of road and rail and indicated why the NFC had wanted to take any "false heat" out of the road v rail battle following the Government Green Paper on Transport.

Sir Dan said that the reasons for the success of the Freightliner business included the support of a devoted staff and unions in a year that had been free of disruptions and had been well served by British Rail.

"Freightliners' performance has shown that it does not need any unnatural infusion of °subsidy to enable it to win traffic," he said.

"Within the NFC it is proving its case on merit and its performance demonstrates its capacity to be a leader without any artificial boost or discrimination in its favour," said Sir Dan.
