A MASSIVE increase in the 9.sbads programme to 1980 could be achieved only at the expense of some other programmes—hospitals, schools, housing, defence or personal expenditure. This was said on Tuesday by the Minister of Transport, speaking at the annual luncheon of the Federation of Coated Macadam Industries in London.
For the most part, those who called for a doubling of the expansion now taking place asked also for a reduction in public spending, said Mr. Fraser. "There is no such thing as an absolute case for such a massive roads programme—it is essentially a question of relative priorities and of judgment."
Mr. Fraser said that expenditure on roads in 1964-65 was estimated at £165m., but in less than five years' time it would probably be almost £300m. "How fast we can push ahead with the roads programme must depend on the nation's economy.
