Which of the following most accurately describes the problem?

.VEHICLE manufacturers were still reluctant to produce a vehicle which was not "on the verge of the smoke line". Manufacturers should be made to produce a vehicle which would not emit black smoke during the course of its normal life when properly maintained. If operators looked like losing this battle, then they might appeal to all members of the Society to join them in a fresh approach to the Ministry of Transport. These views were put to the Clean Air Society Conference on Wednesday by Mr. C. W. Oliver. chairman of the RHA highways and vehicles committee, who regretted that the progress in various directions, reported last year, did not still obtain.
