Which of the following most accurately describes the problem?

A FRENCH proposal that a working party should study the whole problem of increasing congestion in all the major European conurbations was adopted unanimously by the IRL/ representatives meeting in Geneva last week. The working party will have members from each of the three sections of IRU and is to aim at drafting a suitable resolution for submission to the 1966 Congress, which will be held in the UK.

At the Geneva meetings (of both Section 11 and the Council of Direction) the French delegation expressed concern at the tendency of many governments to impose severe restrictions on commercial vehicle movement in city centres. Hence their proposal.

In connection with the CMR international consignment note it was remarked that some modification of the IRU note would probably result from the moves towards document standardization being made by the ECE. Attention was drawn to the proposal in the draft European Agreement on the International Carriage of Dangerous Goods by Road (ADR) for the introduction of a special form of consignment note where a vehicle carried dangerous substances. Mr. R. H. Insoll (Great Britain) urged IRU to watch this with the greatest care since it tended to increase international trans port documentation unnecessarily. He suggested instead a series of standard charts to be used for all countries and giving simple instructions for emergency measures. It was noted that charts were already being used by Dutch hauliers and it was agreed that IRU should try to make suitable recommendations to the ECE for the adoption of charts.

Following a report on increased smuggling under -FIR cover, member associations were requested to ensure that operators maintained a system of detailed instructions to be issued to drivers handling T1R documents.

The following applicants were admitted to IRU mernbership: Hungarian International Haulage Association (ATRIH), the Turkish Association of Industry and Commerce, and the Brazilian Automobile Confederation (associate member).
