Which of the following most accurately describes the problem?

INITIAL response to the maintenance inspection scheme 'which the Traders Road Transport Association put to 2,000 London-area members has been encouraging, it is understood. (The scheme was outlined in The Commercial Motor on September 17.) But further market research and discussion with members will be needed before the Association's national council can decide whether to introduce such a scheme and, if so, when and on what scale.

The subject will be discussed at the next meeting of the national council, on November 9, but no decision is likely at that time.
