How Rates Structure Could Be Built.
Suggestions for improving on the T.A.C. proposals for rates stabilization were put forward by Mr. R. W. Sewill at the dinner of Dartford and Gravesend Sub-area of A.R.O., on Tuesday.
Sub-areas, he said, should take the first step in evolving rates schedules, and he cited as an example the work done by Forest of Dean Sub-area in connection with coal haulage. Collation of rates should be carried out first by area committees; then they should be referred to a central rates committee, to which the area rates committees would send representatives. The sub-areas, Mr. Sel,vill added, need not necessarily be of A.R.O.
Mr. 0. S. Moore dealt ably with the Baillie Report. That fellow S.T.R. from The Commercial Motor, as he was actually introduced by the chairman, pointed out that the T.A.C. Report, combined with the Baillie Report and a basic knowledge of operating costs, comprised all that a haulier needed to put the financial side of his business on a sound basis.
Mr. H. W. Jiggen4 was in the chair.
Mr. Kinder to Address Manufacturers.
The Enfield District Manufacturers Association is holding a luncheon meeting on Monday, November 1, when the speaker will be Mr. J. L. Kinder, national organizer of the C.M.U.A.
1200,000,000 Road Loan Urged.
The floating of a road loan of E200,000,000, with the licensing fund as security, was advocated by Major the Hon. Eric Long, political adviser to A.R.O., addressing Plymouth Subarea of the Association, last week. After paying off interest, he said, there would still be a surplus.
Speaking to A.R.O. Devon and Cornwall Area committee, he appealed for support for the road-transport Press.
It was decided to form a fighting fund for Devon and Cornwall by means of a levy. The National Council is being asked to take up the matter of the grant to .C-licensees, such as coal merchants, of B licences for seasonal work.
S.T.R. Booked for Lance Tour, S.T.R., The Commercial Motor costs expert, is to lecture under the auspices of the C.M.U.A. at Burnley on November 22, at Bolton on November 23, at Blackburn on November 24, at St. Helens on November 30, Warrington on December 1 and Wigan on December 2. Further details will be announced later.
He is to address the National Association of Furniture Warehousemen and Removers on January 11, instead of on November 2.
S.T.R. is also booked to lecture to A.R.O. members at Southampton on January 31.
Mansfield Sub-area Dinner.
The annual dinner of the C.M.U.A. Mansfield Sub-area will be held at the Victoria Hotel, Mansfield, on Saturday. November 6.

Manchester Hot-pot.
The C.M.U.A. Manchester Area will 'hold its annual hot-pot supper— always a successful event—at the Manchester Limited Restaurant on November 23. C.M.U.A. Secures Increased Rates.
As the result of negotiations carried out by the haulage sectional committee of the London and Home Counties Division of the C.M.U.A. with the postal authorities, a substantial increase in rates for the carriage of mails during the Christmas period has been obtained.
This increase, which, in the aggregate, will amount to a sum of between £2,000 and 23,000, applies only to members of the C.M.U.A. Any member interested should communicate with the secretary, London and Home Counties Division, at the C.M.U.A. offices, 50, Pall Mall, London, S.W.1.
The Post Office will probably require about 1,500 vans for London work. Vehicles of 250-500-cubic-ft. capacity are most suitable.
Clearing Houses to Combine.
A meeting of clearing-house proprietors and officials, convened by A.R.O. Yorkshire Area, will be held in Leeds this (Friday) evening. The purpose of the meeting is to promote unity of action.
It is understood that the subjects to be considered include rates stabilization and the attitude of the Yorkshire Licensing Authority as to the status of clearing houses. The latter subject involves the question of the recognition of clearing-house traffic carried by operators when consideration is given to licence applications by them.
Ectmlize Speed Limits.
Equality as regards speed limits for goods and passenger vehicles would increase road safety, declared Mr. E. 0. Gray, C.M.U.A. East Midland Area secretary, at the Oxford Area's first meeting of the season, last week. Referring to insecurity under the licensing system, he urged that an operator whose licence renewal was refused on the ground of redundancy should be compensated from the Road Fund.
