Which of the following most accurately describes the problem?

• Maintenance problems have lead to the duration of licences held by Gloystarne & Company and Gloystarne Warehousing being cut by North Eastern Licensing Authority Frederick Whalley at a Sheffield public enquiry.

The two companies are authorised to operate 55 vehicles and 75 trailers between them and operate as one fleet from a base in Rotherham.

Vehicle examiner Norman White said he imposed four immediate prohibitions, one delayed prohibition and nine defect notices when he inspected eight vehicles and 13 trailers in April.

There were gaps of months in the inspection records; in many cases the last inspection being the date of the last annual test Whalley reported that some of the vehicles had been operated in a downright dangerous condition.

Chairman and managing director Leslie Wilson said there had been an explosion of business which had created a lot of problems.

Prematurely terminating both licences so that they expire in 12 months' time, Whalley said that he was impressed by the steps taken and he was going to give the two companies an opportunity of demonstrating that they could meet their legal obligations in the future.
