Which of the following most accurately describes the problem?

THE FREIGHT Transport Association has called for a meeting with the Department of Transport to discuss proposals for approving the fitting and calibration of tachographs by vehicle manufacturers and bodybuilders.

The FTA says it is concerned about the DTp's plans to prevent builders of fewer than 500 vehicles a year from applying for authorisation, and says that this could lead to confusion as to which manufacturers are approved as fitters.

It is also concerned at the continued plan to prevent a vehicle from being calibrated without a body. FTA says that, where the size and rating of tyres is known before the body is fitted, this should have no effect on the calibration.

FTA wants to know what percentage of these calibration points would be fully checked by quality control of DTp-approved calibration facilities. It also wants to know where this check would be carried out.

And it says that if the calibration can't be carried out by the chassis manufacturer, then full DTp procedure should apply.
