A A GV9 is a prohibition notice issued under the provisions of Part II of the Road Traffic Act 1972. Section 56 of the Act contains the powers to enable a goods vehicle examiner to examine a vehicle to secure proper maintenance. Section 52 lays down the procedure for prohibiting the driving of a defective vehicle on a road.

If the examiner wishes to prohibit the vehicle being driven he might give notice in writing of the prohibition, specifying the defects. The form on which this is done is called a 0V9 because this is the designated number of the form. Its proper description is, of course, a prohibition notice. A GV9 may also be issued if the vehicle is overweight either on the axle or in gross weight.

A prohibition notice may be made "immediate" which means that it comes into effect without delay or "delayed" which involves the examiner stating a period after which it comes into effect while the prohibition notice is in effect, the vehicle cannot be driven on a road until the defects have been rectified and the prohibition is removed by a vehicle examiner.

The attraction of GV9s by an operator could result in his appearance at a public inquiry held by the Licensing Authority to account for poor maintenance of vehicles. This might mean the revocation, suspension or curtailment of his operators' licence.
