Which of the following most accurately describes the problem?

THE decision of the Scottish LA to remove two vehicles from the license of Leith Waste Company has been upheld by the Transport Tribunal in a written decision issued this week. The Tribunal has, however, postponed the date, to December 31, from which the order will take affect because it was felt that the LA might not have given sufficiem weight to the evidence that the system of inspection and maintenance had been improved.

The LA's decision followed a public inquiry at which delayed and im• mediate prohibitions had been considered (CM November 15). The Tribunal. added that the extra time given to the company before the penalty takes affect will allow it to resolve the partnership difficulties and so that a separate application may then be made and considered.
