Which of the following most accurately describes the problem?

BRS Parcels Ltd is to spend Dm on four new depots. This was announced last week when Mr Jack Jones, general secretary of TGWU, opened the company's newest premises at Dartford in Kent. The siting, planning and development of the 4 acre site was carried out jointly between officials of the NFC, BRSP, the TGWU, architects, police and fire service.

The new depot, which replaces the Eltham depot, is handling 40.000 packages a week and can cope with 80 vehicles at a time. It is capable of doubling its parcel throughput without any extension of the area. Dartford operates changeover trunking services to Hull, Leeds, Derby, Reading and Southend and has a 24 hour collection and delivery service within North Kent and to most places in the remainder of Kent, 1,ondon and the Home Counties.
