Which of the following most accurately describes the problem?

for tyres .frotn our Brussels correspondent

COMMON standards for the quality of motor vehicle tyres are to be laid down by the EEC, it was announced in Brussels this week. However, the commission is refusing to become involved in the question of agricultural tyres being illegally used on road vehicles.

In reply to a written question from Mr Michael Herbert, an Irish member of the European Parliament, the Commission said this was an issue for each national Government to control.

The new directive, which the EEC will be issuing to member Governments, will specify standards for normal road tyres. For the time being it will not include retreads or show tyres. About 90 per cent of tyres produced in Europe will be immediately affected by the directive.
