Which of the following most accurately describes the problem?

Arthur Lainson, 57, has been unanimously elected chairman of the Executive Committee of the PVOA. Mr. Lainson is managing director of Premier Travel Ltd., Cambridge—a company which operates all types of p.s.v. in East Anglia—and was national chairman of the PVOA during the two years 1966-68. The election follows the retirement through ill health of John T. Steel who has been elected an honorary member in appreciation of his work for the association. Mr. Steel was at one time chairman of the Yorkshire area and from 1964 to 1966 was national chairman of the PVOA.
