THE HARBOURS BILL, which will implement the main recommendations of the Rochdale Report, was published on Wednesday and is expected to receive a second reading soon.
The Bill will secure rational development of ports throughout the country and enable the ports themselves to work more efficiently, in ways which will cut out the wasteful use of time, space and manpower in the loading and unloading of goods.
Under the Bill, port authorities will be able to levy what charges they like, but port users vi ill have right of objection.

1%4R. GEOFFREY WILSON, M.P. for IVI Truro, has given way as chairman of the Tory M.P.'s transport committee to Mr. David Webster. of Weston-superMare, former joint secretary.
Mr. Wilson, who held the chair for seven of the past eight years, withdrew his nomination, I understand, because he wished someone else to hold the post.
He remains a member of the committee. There are two new vice-chairmen—Mr. R. W. Elliott (West Newcastle) and Mr. Humphrey Atkins (Merton and Morden). The secretary, Mr. Daniel Awdrey (Chippenham) is also new, so this means a fairly clean sweep on the Tory transport front—a result perhaps not unconnected with the unpopular Beeching decisions which the Government is pushing through,
H.P. Bill THE Hire Purchase Bill will include provision to stop the fraudulent disposal of vehicles subject to hire purchase agreements—Mr. Marples in the Commons this week.
