SCHEMES to make road users pay for the space they use while on the move in congested towns and cities are being considered 1:qi the Ministry of Transport.

Although Mr. Marples is not yet converted to the idea of rationing road space by price, the thought is being looked at by his experts. So is another scheme to issue special licences to enter congested areas..

Says the Minister's latest annual report on roads: "There is no room in our cities for universal car-commuting." Coming almost simultaneously with the Buchanan Report (see p. 56), the Minister's words-which reveal his lines of inquiry for the first time—are especially significant.

If such a plan is introduced as an interim to getting Britain's towns and cities shaped properly to take the vast increases in traffic, it will have to be made alongside special schemes for lorries and essential delivery vehicles. A larger number of lorry routes would be v:tal.

The Minister's report also says:— " The corollary (to the question of rationing of road space) is that public transport--and Particularly bus services, which in peak periods are far more efficient in their use of road space than private cars—must be maintained and improved."
